Please fix DX9! under Windows 10, DX11 and this game suck

I have tried multiple times to download DX11 and when I run the program to search for updates for it, it says my Direct X is up to date. Win10 is the only Windows that can use DX12, but it has files for DX9,10 & 11 as well. If it didn't the vast majority. of games would not run on Win10. It's not really about DX12 backwards compatibility.
